Suspicions rise over staff scandal

Without so much as an explanation, the Town Council of Colonial Beach placed two, major town staff members on paid administrative leave. Town Manager Val Foulds and Chief Financial Officer Joan Grant were placed on leave through resolution 45-17.

Many speculations have arisen as to why the action was taken, the most common being that it was due to an issue with the funding of the new elementary school. Foulds confirmed Monday that the funding was the reason behind the decision.

Questions over the appropriation of the $765,000 needed to finish paying for the school building have been dealt with recently. The council approved the funding at a meeting on July 31.

Most of the Saturday morning work session was taken up by the closed session discussion of the administrative leave. A number of town citizens, both full-time and part-time, were in attendance at the meeting.

A resolution to allow contract discussion for the agreement with Westmoreland County over a new communications tower was also approved. County Administrator Norm Risavi, in a letter to Foulds, said the county was looking to lease an 80×80 foot area on the site of the waste-water treatment plant.
